Bugzilla is public, the bug changes are also public. Show me that this is a trend. You said it is "inevitably marked WONTFIX", I say you're making stuff up. You raise this, you prove it. Good luck!
You're clearly not paying attention to the "debug" issue in the kernel. Bug was created on FD.o's bugzilla, Kay Seivers labelled it WONTFIX and closed the bug in systemd.
This wasn't the first time, either, but I'll leave that as an exercise for you. Simply look at what bugs in systemd/pulseaudio are closed as WONTFIX. It's a simple query.
