Not sure if you're just trying to be edgy, but hundreds of thousands of Cubans have fled to the US over the past few years. Not very many have gone the other way.

Even if you ignore the dip, it’s hard to call the situation “an all time high”. But maybe you have other sources ?



Even better, you don't have to worry about ICE jackboots trying kick people out. (However, egress may prove a tad bit more difficult.)

Maybe try something new. Lift the embargo and let the regime fail by itself after 66 years of this. 66 Years.
