Sounds like they're still busily floundering with no actual plan to make any meaningful change to iOS or iPad OS until judges finally strip them of their illegal IAP behavior (illegal in US and EU anyway).

Cosmetic changes aren’t exciting. More freedom with what I can run on it, that would be exciting.
