Both Intel's and AMD's newer chips have NPUs as well. They are also better in the power consumption area, not as good as arm though. I don't see a reason they can get there as well, the actual instruction set does not matter much for power consumption. The MS announcement also talks about Intel/AMD favors of their "Copilot+ PCs"
