Smaller Linux distros could claim plausible deniability. They could just move the MATE into some 3rd party repository and claim their primary DE is MWM or the like, but they also don't mind users trying 3rd party GNOME at their own risk.

This wasn't an option for Red Hat whose contributions were all over GNOME.
