I'd like to point out that this has a disclaimer[0] by SSB in the Norwegian version (but not the english one) translated here: "A Discussion Paper is a preliminary version of a research work that the authors want discussion around and input on, before possibly revising and trying to get a final version published in a scientific journal. Discussion papers are commented on by other researchers at Statistics Norway before publication, but both conclusions and choice of method are the author's own responsibility."
