I don't think the homeless deserves to be corralled up in one place like cattle. One of the best ways to help the homeless become less homeless is to firstly make them feel like a functioning human being again. Treat the issue (poverty, unemployment, depression, lack of self-worth) itself, not the symptom (homelessness, drug use).

This always happens when you don't ask for anything in return.

Stop offering these programs for free. Make it an inpatient work/rehab program with mandatory work hours and weekend release.
