This is so ridiculous it borders on trolling. Zero carbon? Where and how will all the residents' power be produced? Trains running indoors? That will be great for the noise level, along with the rest of all the activity. Plants growing inside? How will water and chemicals be delivered and kept away from people? And a commerce hub? How will it connect with any roads, ships, or airlines?
Le Corbusier also thought we should stuff everyone into big buildings. More recently, John Portman designed the Bonaventure hotel and the Marriot Times Square to be intentionally separated from their surroundings. Neither building was successful because isolating people in a box, no matter how pretty, is not the way to improve urban living.
