Maybe it has to do with lack of police force? So no-nonesense solution is to avoid them wasting time for useless stuff?

Many useless things such as the war on drugs, alcohol and prostitution are done (in my opinion) to give the millions of cops around the world a sense of purpose and avoid a particular demographic which is prone to aggression (young males) to have a lack of purpose which will inevitably cause social tensions
