The business of patent trolls is to find targets too small to have counsel on staff. The cost of sending a letter is negligible so even very "small" amounts (a few thousand USD) is a huge win.

Non-profits can easily make their benefit calculation to send off a few thousand and/or hire counsel just to cover a cheap settlement. Much less expensive than the cost of litigation.
